The Submit command on the Actions menu is normally used to send work requests to a work management system for a cost estimate. However, this function will depend on the way Bentley OpenUtilities Designer's work request states and actions have been configured. In a typical installation, work requests can be submitted for a cost estimate as soon as they have an attached design.
